Abstract: Matthew will present a system-of-systems analysis of the different stakeholder goals, inter-relationships, and some of the wishful thinking that is going into current policies for Winterization of the Texas power infrastructure. In addition to a high-level discussion of these issues, the presentation will show portions of a state-of-the-art systems engineering model in Unified Architecture Framework (UAF) that models the market structure, the players, and their behaviors. The simulation capabilities of the model will also be shown, demonstrating how changes in the policy parameters can change the behavior of the players in the market. The presentation will end with a discussion of how a more integrated systems approach to the problems could benefit the citizens, energy consumers, and taxpayers of the state of Texas.
